Creates a User representing a person with a Cabify account under your company (e.g. an employee, or an end customer of your platform if you want to manage them individually). Activation (setting a password via the welcome email and logging into Cabify's apps/web) is only needed if that person will access Cabify directly; it is not required to request journeys on their behalf via rider.id. If your users only need to take journeys booked through your own platform and never interact with Cabify directly, consider booking those journeys as external/guest riders (see the Rider model) instead of creating a User per customer.
